Bill payment links should do a login (normal) and not just billpay view. But this will require some enhanced permissions so actions can be restricted when using a direct login link. This is important because customers NEED to see the full interface. Otherwise they don't know it exists.

Additional users will have some new permissions. One will be to receive invoice emails. This is always IN ADDITION to the default primary user's permissions. They get a copy, but the billpay link should have a parameter to log them in as their own ID.
